Revenue Service Waybills
Waybill is an accounting document that confirms the delivery of goods within the country. Without this document, the transportation, storage, and sale of goods are prohibited. Business Central has the opportunity of creating waybills or attaching them to the documents of sale, purchase, internal transfer, and returns of sold/purchased goods.
Setup
- For integration with Georgian Revenue Service (RS.GE) we should have the VAT registration No. field on the Company Information pag filled out.
- On the User Setup page, the RS.GE Login and RS.GE password fields should be filled out for users with the credentials of an active RS.GE user. To have access to the integration with RS.GE, all users should have the correct credentials filled out. If even one of the users in the list has incorrect user name or password, none of them will be able to work with integration.
- On the Revenue Service Integration Setup page, the RSGE Integration section should be filled out with the relevant information.
- On the RS Unit of Measure Setup page, a user can match the unit of measure of BC to units of measure on RS.GE. If unit of measure from Sales Order isn't setup in RS Unit of Measure Setup appropriate notification blocks posting of shipment, that creates Shipment Waybill itself.
- Initially, a user can import and update a list of units of measures from RS.GE by clicking on the “Show Units” button, which opens the RS.GE Unit Of Measure page, and then clicking the "Load Units of Measure" button.
- On the RSGE Cross Reference page, a user can add barcodes for specific vendor’s items, to match them with the ones in BC. It is also available to add Cross Reference from Receipt Waybill, with Operation Type "Purchase", by clicking the "Create Cross Reference" button.
- The user who should work with sales/purchases/transfers and with related waybills, should be added as a warehouse employee to the Warehouse Employees page.
- On Revenue Service Integration Setup, the user can enable the VAT Type Control field to restrict creation of Purchase Order from Receipt Waybill with a different VAT Type.
Drivers and Vehicles directories
To maintain a directory of drivers in Business Central, a directory of contacts is used. To add a contact card as a driver, do the following:
- Select the
icon, enter Contacts, and then choose the related link.
- Click New to create a new contact card.
- In the Type field, select Person.
- In the Driver field, select YES.
- Select YES in the Foreign Citizen field if the driver is a foreign citizen.
- Enter the driver's ID number in the VAT Registration No. field.
- Fill in the Name field manually or download a driver's name from the RS.GE portal using the Load Name To Driver function.
In all documents where you need to indicate the driver, you will be able to choose them from the contact list.
To maintain an automobile directory, the Vehicles and Vehicle Models pages are used.
On the Vehicle Models page, you can add different vehicle models and specify their dimensions.
To add a specific car to the directory, do the following:
- Select the
icon, enter Vehicles, and then choose the related link.
- Click New to create a new vehicle card.
- On the Vehicle card, fill out the fields:

| Registration number | Enter the vehicle registration number. |
| No Vehicle Model | Select the required vehicle model from the Vehicles Models list. The Type of vehicle, Model and Brand fields will be filled out automatically. |
| Vin code | Enter the vehicle's VIN code. |
| Year of production | Enter the vehicle's year of production. |
| Driver No. | Select the driver number from the list of drivers. |
| Driver Name | This field will be filled out automatically after choosing a value in the Driver No. field. |
In all documents where you need to indicate the automobile registration number, when you select a value in the Automobile Registration No. field, information about the driver is automatically pulled up if there is a vehicle-driver connection, and vice versa: when a driver is selected, the automobile number is pulled up.
Sale of Goods
Every scenario related to the sale of goods creates a Waybill automatically only when creating a sales shipment document. If users want to create waybills on RS.GE, they can import them into Business Central and attach them to the sales or sales shipment documents. Below are the features related to sales waybill management in Business Central.
Automatic creation of the waybills via Sales Order posting

Select the
icon, enter Sales orders, and then choose the related link.

To create a new document, click the New button and fill out the fields, as necessary. For more information about Sales Orders, see Creating a Sales Order.

Check and fill out the necessary fields for the waybill, such as: Waybill Type, Transportation Type, Driver No., Automobile registration No. If the user does not fill out this information, it needs to be filled out manually on the waybill card. For more information about fields related to the waybills, see Revenue Service Waybills' Fields.

Click the Post action, choose the Ship or Ship and Invoice option, and then click the "OK" button.

Check the Posted Sales Shipment in the NAVIGATE section by clicking Shipment.

To be sure that a waybill has been automatically created:

check the Sales Order’ s bottom section named “Waybill” or the FactBox’s section “Assigned Waybill” if the sales order is not posted yet, or
-
check the Posted Sales Shipment’ s bottom section named “Waybill” or the FactBox’s “Assigned Waybill” section if the sales order is already posted.

To export a created waybill from BC to RS.GE:
- Select the
icon, enter Shipment Waybills, and then choose the related link.
- Open the desirable waybill and fill out Transportation starting address.
- Click the “Save and Send” button on the ribbon.

To be sure that the waybill has been sent to RS.GE, you can check the ID and Waybill No. fields, which appear after the waybill is exchanged with the RS.GE portal.
On the Item Card, under the RS cross-reference section, a functionality has been introduced to streamline the process of filling in barcodes on shipment waybills. When creating a shipment waybill and filling a barcode, the system gives priority to barcodes assigned to specific customers. If no corresponding record is found, the system defaults to using barcodes designated for all customers, indicated by an empty customer field. In cases where no records are found in the RS cross-reference, the system automatically retrieves the barcode from the Item No. field during shipment waybill creation.

In case of discounts in sales order:

Line discounts- Indicate Line Discount % in sales order lines, after posting shipment created shipment waybill will have unit price filled according line discount.

Invoice discount-Use Calculate invoice discount in sales order actions, after posting shipment created shipment waybill will have unit price filled according line discount.

Invoice discount- Indicate Inv. Discount Amount Excl. VAT/Invoice Discount % manually in sales order header, after posting shipment created shipment waybill will have unit price filled according line discount.

Automatatic creation of the waybills from Posted Sales Shipment
On Posted Sales Shipment, via "Create Waybill" button is possible to create Shipment Waybill.
- It can be used if Waybill assigned line for Posted Sales Shipment doesn't exist, was incorrect and deleted.
- If Waybill assigned line for Posted Sales Shipment exist, and we use "Create Waybill" , then system will notify that "Waybill exists, do you want to delete it?". Only after deletion will be possible to create new Shipment waybill from button.
Automatic creation of the waybills for Sales Order via Warehouse Shipment posting

Select the
, enter Sales orders, and then choose the related link.

To change the status of the document from Open to Released, in the ribbon click Release.

To create a Waybill:
- Go to the ACTIONS ribbon section and click the “Create Warehouse Shipment” button to create Warehouse Shipment.
- Check Warehouse Shipment in the NAVIGATE section by clicking the “Warehouse Shipment Lines” button.
- Open the Warehouse Shipment document with the “Open Whse. Document” button.
- From the ribbon, click “Post Shipment” and choose Ship or Ship and Invoice.

Batch Job is available for waybill actions on the shipment waybill page, such as Send, Load Updates,Create Order, Cancel, Close.
Note
After posting a warehouse shipment, it disappears, and theprogram creates a Posted Sales Shipment document with the waybill.

Automatic creation of a Sales Order based on an imported waybill from RS.GE
To Import Waybills from RS.GE:
- Select the
icon, enter Shipment Waybills, and then choose the related link.
- Click the “Load Waybills” button if you want to import all the shipment waybills, or
- Click the “Import by Number” button to import only one waybill using its unique ID (Waybill No.), which is generated on RS.GE.
To create Sales Order, open the desired waybill (Type of Operation: Sale) and in the ribbon line, click the “Create Order” button.
Attaching imported waybills to the Sales Order in BC
To Import Waybills from RS.GE:
- Select the
icon, enter Shipment Waybills, and then choose the related link.
- Click the “Load Waybills” button if you want to import all the shipment waybills, or click the “Import by Number” button to import only one waybill using its unique ID (Waybill No.), which is generated on RS.GE.
To attach waybills to the Sales Order (With status: Released or Open):
- Open the desired Waybill.
- In the ribbon, click the “Assign Document” button or see the "Assigned Line” line section.
- Choose Document Type: Released.
- Open the Document No. list.
- Choose the desired Sales Order (With the status: Open or Released) and click OK.

Attaching imported waybills to a Posted Sales Shipment in BC
To Import Waybills from RS.GE:
- Select the
icon, enter Shipment Waybills, and then choose the related link.
- Click the “Load Waybills” button if you want to import all the shipment waybills, or click the “Import by Number” button to import only one waybill using its unique ID (Waybill No.), which is generated on RS.GE.
To attach waybills to the Posted Sales Shipment:
- Open thedesired Waybill.
- In the ribbon, click the “Assign Document” button or see the “Assigned Line” section.
- Choose Document Type: Posted
- Open the Document No. list
- Choose the desired Posted Sales Shipment and click OK.
- To check the attached Posted Sales Shipment, see the “Assigned Line” section.
Note
This kind of scenario happens when a company shipped goods partially or posted Sales Shipment document (which means creating a Waybill too) and for some reason, they deleted waybill from the Posted Sales Shipment document. Only in this case the user can attach the new imported waybill to the Posted Sales Shipment.
Note
After posting the warehouse shipment, it disappears, and the program creates a Posted Sales Shipment document with the waybill.
Return of Goods Sold
In the case of a return, we create a shipment waybill on returned goods. A waybill is created automatically on the release of the sales return document.
Automatic creation of the waybills via release or post Sales Return Order

Select the
icon, enter Sales Return Orders, and then choose the related link.

To create a new document, click the “New” button and fill out the fields, as necessary. For more information about Sales Return Orders, see Process Sales Return Orders.

Check and fill out the necessary fields for the waybill, such as Transportation Type, Driver No., Automobile registration No. If the user does not fill out this information, it needs to be filled out manually on the waybill card. To change the status of documents from Open to Released, click the Release action.

Automatic creation of the waybills via Posted Return Receipt
On Posted Return Receipt via "Create Waybill" button is possible to create Shipment Waybill.
- It can be used if Waybill assigned line for Posted Return Receipt doesn't exist, was incorrect and deleted.
- If Waybill assigned line for Posted Return Receipt exist, and we use "Create Waybill" , then system will notify that "Waybill exists, do you want to delete it?". Only after deletion will be possible to create new Shipment waybill from button.
Cancelled Sales Invoice and Shipment Waybill
In case of posting Posted Sales Credit Memo, created Posted Return Receipt and Shipment Waybill with type Return have marked Cancelled=Yes. Corrected Posted Sales Shipment and its Shipment Waybill also have marked Cancelled=Yes.
Note. If link between Posted Sales Shipment and Shipment Waybill is removed, Cancelled changes into No.
Automatic creation of a Purchase Return Order based on an imported waybill from RS.GE
To Import Waybills from RS.GE:
- Select the
icon, enter Receipt Waybills, and then choose the related link.
- Click the Load Waybills button if you want to import all the shipment waybills, or click the Import by Number button to import only one waybill using its unique ID (Waybill No.), which is generated on RS.GE.
- To create Purchase Return Order, open the desired waybill (Type of Operation: Sale, Type: Return) and in the ribbon line, click the Create Order button.

Purchase of Goods
In purchase process, the vendor creates a waybill, which can be imported to Business Central. Based on the imported waybill, the user can create a purchase document or attach it to the existing purchase or purchase receipt document. Automatic creation of a Purchase Order based on a waybill imported from RS.GE
To Import Waybills from RS.GE:
- Select the
icon, enter Receipt Waybills, and then choose the related link.
- Click the “Load Waybills” button if you want to import all the receipt waybills or click the “Import by Number” button to import only one waybill using its unique ID (Waybill No.)
- To create a Purchase Order, open the desired waybill (Type of Operation: Purchase) and in the ribbon line, click the “Create Order” button.
- To check the created Purchase Order, see the waybill’s “Assigned Line” section.
Note It is possible to automatically download Receipt Waybills using Job Queue Entries. To determine the period for uploading to the 'Revenue Service Integration Setup' page, the "Load Rcp. Waybill Date Formula" field should be filled out in the following format: 1D, 1W, 1M, 1Y.
Automatic attachment of a Posted Purchase Receipt based on a waybill imported from RS.GE
After downloading the Receipt Waybill, the Automatic Attachment function should be used for the automatical attachment of the selected receipt waybill to the existing Posted Purchase Receipt. The system goes through the posted purchase invoices, uses Vendor VAT Registration No, Amount Including VAT and compares the receipt waybill and posted purchcase document information. If there is a match of mentioned details, taking into account the permissable deviation from **Revenue Service Integration Setup **, then finds the linked Posted Purchase Receipt, checks if Used in Waybill=NO and compares the document item line information according to Type, Item No, Quantity and UOM. If all field information matches, then the posted purchase receipt is attached to the receipt waybill.
Note. For the automatic attachment to work, the following conditions should be met in the system:
- In the purchase document, only the item and FA must be indicated.
- Automatic assignement will be done only according to one document.
- RS Cross References should be filled out for all items.

- Open the desired Waybill.
- In the ribbo, click the “Assign Document” button, or see the “Assigned Line” section.
- Choose Document Type: Released.
- Open the Document No. list.
- Choose the desired Purchase Order (With the status: Open or Released) and click OK.

Batch Job to work on multiple receipt waybills from Receipt Waybill Page is possible using such functions as Load Updates, Create Order, Reject, and Accept. The specific waybills can be selected or filtered by certain charasteristic and batch action can be applied.

Every scenario related to the transfer of goods creates a Waybill automatically only when creating a transfer shipment document. Note. With this business scenario, transfer code deppends on if Transfer-From and Transfer-To Codes have attached In-Transit Code on the Transfer Route page or not. If they are matched on Transfer Route Matrix, in Transfer Order, the In-Transit Code field will come automatically from the Transfer Route page. If not, the program will search for the first Location which is marked as “Use As In-Transit” and takes it automatically.

Click “Import by Number” to import only one waybill using its unique ID (Waybill No.), which is generated on RS.GE.

To attach waybills to the Posted Transfer Shipment:

Open the desired Waybill:

Fill in the Transfer-From and Transfer-To Codes fields in the “Shipment” line section.

In the ribbon, click “Assign Document”, or
-
See the “Assigned Line” section.

Choose Document Type: Posted
-
Open the Document No list.

Choose the desired Posted Transfer Shipment and click OK.

To check the attached Posted Transfer Shipment, see the “Assigned Line” line section.
Note. This kind of scenario happens when a company shipped goods partially or posted Transfer shipment (which means creating Waybill too) and for some reason, they deleted the waybill from the Posted Transfer Shipment document. Only in this case a user can attach the new imported waybill to the Posted Transfer Shipment.
Note. For using Transfer Order document, the user should set up the In-Transit location on Page Transfer Routes.
Export of Goods
If ordinary sales waybill is an accounting document that confirms the delivery of goods within the country, the waybill is needed for transportation from company's warehouse to the custom location. Because of these specifics, in Business Central, there are Sale and Internal Shipment waybill types of operation. On the RS.GE portal, it sends an ordinary internal transfer waybill.
Automatic creation of waybills (With waybill type: Internal Shipment) via Sales Order posting

Select the
icon, enter Sales orders, and then choose the related link.

To create a new document, click “New” and fill in the fields as necessary.

Go to the “Waybill” section and in the “Waybill Type” field, choose Internal Shipment.

Click the Post action, choose the Ship or Ship and Invoice option, and then click OK.

Check the Posted Sales Shipment in the NAVIGATE section by clicking “Shipment”.

To be sure that a waybill has been automatically created:

Check the Sales Order’ s bottom section named “Waybill” or the FactBox’s “Assigned Waybill” section if sales order is not posted yet, or
-
Check the Posted Sales Shipment’ s bottom section named “Waybill” or the FactBox’s “Assigned Waybill” section if the sales order is already posted.

To export a created waybill from BC to RS.GE:

Select the
icon, enter Shipment Waybills, and then choose the related link.

Open the desired waybill and fill in Transportation starting address.

Click the “Save and Send” button on the ribbon.

To be sure that the waybill has been sent to RS.GE, you can check the ID and Waybill No. fields which appear after the waybill is exchanged with the RS.GE portal.
Automatic creation of a Sales Order (With waybill type: Internal Shipment and Operation Type: Sale) based on the waybill imported from RS.GE

To Import Waybills from RS.GE:

Select the
icon, enter Shipment Waybills, and then choose the related link.

Click “Load Waybills” if you want to import all the shipment waybills, or
-
Click “Import by Number” to import only one waybill using its unique ID (Waybill No.), which is generated on RS.GE.

To create a Sales Order for export:

Open the waybill, which was created on RS.GE with Type of Operation: Internal Transfer and with Type: Internal Shipment.

Change the type of operation from Internal Transfer to Sale and leave the Type: Internal Shipment unchanged.

Fill in the information about Customer and Locations

In the ribbon line, click “Create Order”.
Import of Goods
When there is an import of goods, we must create a purchase order, post it, and when the items come to the custom location, transfer them from the custom location to the company’s warehouse under a Transfer Order. So, the first step in all scenarios is creating a Purchase Order. For more information about custom declarations and import-related taxes, follow the link.

To create a Purchase Order:

Select the
icon, enter Purchase Order, and then choose the related link.

Click “New”.
-
In the General section, fill in the CD No. field with the virtual CD number.

In the General section, fill in the CD Header No. field with the virtual CD Header.

In the Line section, add Item and Charge (Item) (if necessary).

To generate information about unique LOT, click “Assign LOT. No”.
-
Click “Create Tracking Information” to prepare tracking lines for the Customs Declaration.

Click “Create CD No. Information” for moving all the information about LOT and Item Tracking from the purchase order documents lines to the Customs Declaration (which is indicated in the General section, the CD Header No. field).

To check information about item tracking and LOT, go to the Lines section, stand on the desirable item line, click “Line” and the “Item Tracking Lines” subline.
After the Items arrive at the Custom Location:

To post a Purchase Order:

Go to the ribbon line of the Purchase Order and click “Post”.

Choose the Receive action if Invoice is already posted, or
-
Choose the Receive and Invoice action.
